This note states the Counterplane requirement within the Binary Flat Earth Model. The Counterplane is treated as an inferred opposing plane required by the equilibrium equations of a binary planar cosmological system. It is not presented as a directly observed surface, a known environment, or an accessible location.
The note distinguishes inference from observation. It also defines the interplanar non-contact condition as a constraint on any responsible statement regarding the Counterplane.
The purpose of MBI-TN-05.09 is to define why the Counterplane is required by the model without overstating the evidentiary status of that requirement.

The Binary Flat Earth Model describes a binary planar cosmological system rather than a single isolated plane.
A single-plane model can describe local planar observation but cannot account for the full set of model behaviours assigned to the Apparent Spherical Envelope, Paired Firmaments, Mutual Planar Gravitation, Opposed Dome Polarity, and the Equilibrium Void.
The Counterplane is introduced because the equations require an opposed term. The requirement is structural. It is not a report of direct visual access.
The Counterplane is the opposing inferred terrestrial plane required by binary planar equilibrium.
It is not directly observed and is not treated as a known civilisation, fantasy world, or narrative realm in scientific material.
A binary planar cosmological system is a coupled cosmological structure composed of two opposed terrestrial planes, paired firmamental boundaries, and an interplanar field region.
The interplanar non-contact condition is the formal state in which the Primary Plane and Counterplane remain mutually inaccessible despite being part of one coupled system.
Equilibrium inference is the model practice of inferring an unobserved component from the structural requirements of a stable coupled system.
The institute distinguishes observation from inference.

A single-plane model does not supply an opposed gravitational term. It also does not define a bilateral field region capable of producing the Equilibrium Void.

Mutual Planar Gravitation requires two opposed planar terms.
If the Primary Plane were the only plane in the system, gravitational description would reduce to local downward acceleration without a bilateral relation. The term mutual would no longer be justified.
The Counterplane therefore supplies the opposed attractive term required by the model. It does not supply observational detail regarding surface conditions.
Opposed Dome Polarity requires paired firmamental boundaries.
A single firmament can define an enclosure. It cannot define opposed polar behaviour in the model's technical sense. The Counterplane firmament is required as the inverted boundary term that permits firmamental polarity to oppose rather than merely contain.
This is a field requirement. It is not a mechanical linkage and not a statement of direct access.
The Equilibrium Void is the interplanar field region between the Primary Plane and Counterplane.
Without the Counterplane, the Equilibrium Void becomes an undefined exterior space rather than a compressed field-interaction zone. The void requires two planes because it separates and couples them at the same time.
The Counterplane requirement therefore preserves the void as a bilateral field condition.
The interplanar non-contact condition prevents the Counterplane requirement from becoming a contact claim.
